How to Convert Multiple JPG / PNG Scans into One Clean A4 PDF (Without Uploading Anything)
Whether you’re a college student submitting a 12-page assignment, a CSC operator preparing a PMAY documents bundle, or a parent uploading a school admission packet — converting multiple photos to a single PDF is one of the most-requested workflows in India. This guide explains how to do it the right way.
1. Why PDF (and Not Just a Folder of JPGs)?
Email and WhatsApp prefer single attachments. Government portals usually only accept one file per upload slot. Sending 12 separate JPGs to a college office invites lost-attachment chaos. A single, ordered PDF solves all of it.

Is there a limit on number of pages?
Practically no. We’ve tested 200 pages successfully on a mid-range Android phone. On a desktop, the limit is your RAM.
Are my images uploaded anywhere?
No. The PDF is built using jsPDF inside your browser. The original images never leave your device.
How do I reduce the final PDF size?
Lower the JPEG quality slider to 0.80. Most documents stay perfectly readable and the PDF gets ~40% smaller.
Can I add a password to the PDF?
Password-protected PDF is on our roadmap for Q2 2026. For now, use a free PDF password tool offline after download.
Does it work offline?
Yes — once the page is loaded, the tool keeps working even if your internet drops.
6. The Operator’s Reorder Strategy — Why Page Order Matters
Bhai, ek baat hamesha yaad rakho: government portals reject PDFs if the document order is messed up. The MahaDBT portal, for example, expects the photo as page 1, Aadhaar as page 2, marksheet as page 3, caste cert as page 4. Get the order wrong and the reviewer rejects the whole application.
Drag-reorder is the most important feature of this tool. Train your operator to think in “portal order”, not random scan order.

8. Quality Settings — The KB Trade-off
jsPDF lets us set JPEG quality between 0.40 and 0.97. Higher quality = larger file. Most operators don’t realise the file size is dominated 95% by image quality and 5% by everything else.

For most operator jobs, stick to 0.75–0.92. The portal won’t notice the difference, your customer won’t complain, your bandwidth bill stays low.
9. Common Errors and Field Fixes
- Page order wrong after build. You forgot to drag-reorder. Re-build with correct order.
- Image rotated wrong on a page. Use the per-thumbnail rotate icon before build.
- PDF too big to email. Lower quality slider to 0.70.
- Page 1 has white margins, others don’t. First image was portrait, others landscape. Set all to portrait/landscape consistently.
- Image stretched on page. Aspect ratio mismatch with page size. Pre-crop to A4 aspect first.
- Tool freezes when adding 100+ pages. Add in batches of 30–40 on mobile, 60–80 on desktop.
- PDF page numbers missing. The tool doesn’t add page numbers by design. Pre-overlay page numbers if needed.
- HEIC iPhone photo not loading. Browser auto-converts. If older Safari, ask customer to save as JPG first.
- Build button greyed out. Need at least 1 page added.
- Final PDF doesn’t open on portal upload. Portal needs PDF version 1.4+. Our tool outputs PDF 1.4, so this is rare. Try a different browser.
- Bookmark / TOC missing. Not supported. Use a desktop PDF editor for bookmarks.
- PDF has wrong filename. Tool uses default
gnseva-pdf-YYYYMMDD.pdf. Rename after download. - Customer wants the JPGs zipped instead. Use Bulk Image Renamer — outputs ZIP.
- Want to add a watermark like “Sample”. Not in this tool. Pre-watermark each JPG.
- PDF preview shows blank. jsPDF reload issue. Refresh page and re-add files.

Do you compress images before adding to PDF?

Will my PDF be searchable (OCR)?
